In 2006, City View Center opened as a 500,000-square-foot Power Center on 60 acres in Garfield Heights, Ohio, with nine big-box tenants, small shops and outparcels.  By 2015, following the departure of the project’s major anchors, the property was virtually vacant.  That remained the case until ICP gained control of the site in 2020.

ICP acquired the property via auction after 11 years of the site languishing in federal receivership.  ICP has expertise redeveloping properties with complicated histories.  Given the site’s existing infrastructure, A+ location, flexible footprint and large parking field, ICP saw an opportunity to convert the former retail project into a business park.  The timing was optimal for attracting growing companies, including corporate headquarters and tenants with expansion needs.  ICP focused on a mix of uses at the site, including industrial and light manufacturing companies, offices and retail use, which included retaining Giant Eagle, a regional grocer, at the site.

Highland Park is now a thriving and attractive new business park, centrally located in Cuyahoga County.  The site offers immediate access to I-480 and I-77.  The project includes eight tenants and hundreds of new jobs for the city of Garfield Heights.  Highland Park combines light industrial, office and retail/restaurant uses and has adjacent acreage for a 140,000-square-foot new industrial building.  The location is close to many amenities in the Rockside Office submarket and the Valley View Industrial corridor.  Downtown Cleveland is just over 8 miles north on I-77 and Cleveland Hopkins International Airport is 12 miles west on I-480.
